The studies included definition of criteria, topographical investigations, economic evaluations and formulation of a plan of action based on the project timetable.

Detailed designs were prepared for earthworks for the road network (including intersections, drainage works, lighting, etc.), sewerage works, and telecommunications and power systems. This was followed by preparation of tender documents, bills of quantities and detailed technical specifications.
