The planning works, covering a 5 km section between the cities of Holon and Bat Yam, included:

• Soil investigations.

• Preparation of topographic maps.

• Collection and analysis of traffic flow data.

• Definition of design criteria, including typical sections, maximum gradients, etc.

• Preparation of profiles and cuts.

Detailed designs were prepared for the following components:

• Roads.

• Intersections and interchanges.

• Gravity and pressure drainage system.
