The aim of the project is to set up, in parallel with construction of infrastructural facilities in the city, a GIS that will be transferred to the local authority for routine use.
The GIS is intended to serve users on four levels:
• Basic level: archive or file for accessing and retrieving reliable and updated information on the various elements in the system
• Engineering level: retrieval of data for different levels of planning - from preliminary planning to detailed design
• Economic level: retrieval of data for planning of the municipal authority's income from taxes and assets
• Management level: decision making at all levels of management, from strategic to operational
Aspects such as collection and organization of the data, and setting up and maintenance of a database are emphasized such that it will be possible to adapt the system to future needs.
The data in the system are arranged in layers, each layer relating to a specific type of data (e.g. data on streets, water piping, traffic lights, street lighting, etc.). The GIS allows retrieval of cross-sectional data on the various layers, either separately or in combination.
The database includes all the numeric and alphanumeric information for the various layers. The alphanumeric retrieval system allows retrieval of the data according to predetermined criteria or according to ad hoc queries. Graphic display and drafting of the information according to demand are possible. The database may be updated directly from the display and drafting system, permitting addition of elements to the system and outputting them according to need.
